1The logic behind IOGP S-705V2021 11.3.3 (replace) is unclear and possibly flawed. For example: Qualifying a plate qualification in 2G, 3G and 4G qualifies welding in all positions on plate and pipe >610mm dia. but not in pipe610mm diameter when the properties have been shown to be adequate, provided the welder is able to weld within the qualified parameters for the pipe weld, regardless of diameter.

A 6G pipe qualification will qualify welding in all positions in plate material and pipe material but S-705 does not stipulate where samples should be taken from. It is therefore possible to cherry pick the micro/macro from the low heat input position and the hardness in the high heat input position from within the pipe weld. This can reward poor technique for specimen location and reduce safety.

Furthermore, is complete requalification required when there's a change in position? This seems excessive considering some tests are unaffected by welding position (tensile strength for example).
IOGP justification for clause 11.3.3: Common operator requirement. The weld pool can act differently in different positions and a change in positions outside of these can result in different weld parameters and properties in the weld.
Clause 11.1.3 replaces the original clause in API 582 which already required procedures for manual and semiautomatic welding of duplex stainless steels to be qualified in 3G or 5G or 6G position. This clause was amended in response to the fact that the final properties of DSS and SDSS welds can be significantly affected by the change in actual weld parameters occurring in different weld positions and qualification in any position may not be representative of the actual properties of the weld.
Depending on the applied welding Code and welding process being used, welding position may not be an essential variable for weld procedure qualification; notably, this is the case for procedures to ASME BPVC Sec. IX, except for hardfacing, corrosion resistance weld overlay and stud welding. Clause 11.3.3 in IOGP S-705, firstly identifies 'position' as an essential variable for weld procedure qualification of duplex stainless steels (see also new section 11.4), in addition to being an essential variable for welder's performance qualification. Secondly, unlike the original clause in API 582 which is unclear on which position needs qualifying and what the qualification range is, the amendment in S-715 defines position and range of qualification for weld procedure qualification in accordance with ASME BPVC Sec. IX, Table QW-461.9, as for performance qualification.

With regards to your query about location of test samples for a 6G pipe qualification, IOGP S-705 Section 11.5.5 (new section) defines requirements for hardness testing of procedure qualification in addition to the requirements in the welding code or specification. In particular, hardness testing shall be taken at the lowest heat input position. IOGP Section 11.6.4 defines requirements for impact testing including location of test samples, when not specified in the governing code. For qualification to ASME BPVC Sec. IX, when qualifying in the 5G or 6G position QW-173.3 requires the toughness specimens shall be removed from the shaded area shown in Figure QW-463.1(f). The requirements in ISO 15614-1 would apply for qualifications if not specified in the governing code. For procedures qualified to ISO 15614-1, test locations for impact testing and hardness testing relevant to DSS and SDSS (ISO material group no. 10) are addressed in 8.4.2 of the ISO standard, which requires hardness testing to be taken from the lowest heat input position (equivalent to the requirement in IOGP S-705 11.5.5) and impact testing shall be carried out at both lowest and higher heat input positions. For other tests, the requirements in the applicable welding code shall apply for location of specimens, with testing and acceptance criteria as modified in IOGP S-705.
